Mix 2 cups of all-purpose flour, ½ teaspoon of baking powder, ¼ teaspoon of baking soda, 2 teaspoons of sugar, and ½ teaspoon of salt.
Add ½ cup of plain yogurt, 2 tablespoons of oil, and 6 tablespoons of lukewarm milk. Knead into a soft, smooth dough, adding more milk if needed. Cover and rest for 30 minutes.
Divide into 6 balls and roll each on a lightly floured surface into a 9 × 6in / 23 × 15cm oval. Top with 5 finely chopped garlic cloves and ¼ cup of finely chopped cilantro, pressing them in.
Cook each naan, garlic side up, on a hot griddle until bubbles appear. Flip with tongs and cook until brown-spotted on both sides and cooked through. Brush with 3 tablespoons of melted butter.
