Heat 1¼ cups of sugar, 1½ cups of water, and 4 green cardamom pods, stirring until the sugar dissolves. Turn off the heat, stir in 1 teaspoon of rose water, and keep warm.
Mix 1 cup of milk powder, 5 tablespoons of all-purpose flour, and 1 large pinch of baking soda. Rub in 1 teaspoon of ghee. Add 1 tablespoon of plain yogurt, then gradually up to 4 tablespoons of milk, until the dough is soft and smooth.
Grease your palms with ghee and roll the dough into small, smooth balls without cracks.
Heat oil for deep-frying over medium heat. Fry the balls, turning gently, until evenly golden brown.
Drop the hot balls into the warm syrup and leave them to soak until soft and swollen.
