In a large skillet, brown 900g of lean ground beef with 3 diced onions and 2 minced garlic cloves. Stir in 2 teaspoons of paprika, 2 teaspoons of ground cumin, and 1½ teaspoons of salt.
Preheat the oven to 350°F / 175°C. Purée 1.35kg of sweet corn kernels with 1¼ cups of milk, ¼ cup of cornmeal, 2 teaspoons of basil, and 1 teaspoon of salt.
Melt 2 tablespoons of unsalted butter in a large saucepan. Add the corn mixture and simmer, stirring, until thickened.
Spread half the corn in a 9 × 13in / 23 × 33cm baking dish. Top with the beef, ¾ cup of whole black olives, ½ cup of raisins, and 4 chopped hard-boiled eggs.
Cover with the remaining corn and sprinkle with a little sugar. Bake for 30 minutes, then broil until golden. Rest for 10 minutes before serving.
